Westminster budget cuts hits Scottish NHS         15/9/14

While Angus McCormack ( Letter: Verbal gymnastics over NHS) is in letter-writing môde, he might also wish to address a letter to Mr. George Osborne, Chancellor of the Exchequer, asking him to refrain from so-called “austerity cuts” to his Scottish budget in the coming year, which would then allow John Swinney, the finance secretary, to fund NHS Scotland to the level which councillor McCormack desires.

 

If his request is refused, he could write to Mr. Swinney himself and advise him which parts of his Scottish budget he should cut, in order to fund NHS Scotland to that level.

 

Regarding his final sentence, how exactly is he voting "for more powers for the Scottish Parliament", and what are these “powers?" And, in the event of a “No” vote on the 18th, how can I get a ballot paper to vote for them too?
